I did use the word "most". Maybe the words "a few" is more accurate.

What makes you think they are even reading the signs or anything else.

I had to go out and run some errands today and I was out between 2:30-4PM. All on surface streets, lots of lights and stop signs. They did pay attention to the red lights but were so busing f'ing around on their phones they didn't move when the light changed to green. This wasn't just kids, a lot of "adults" and way to many seniors that probably shouldn't be driving let alone trying to drive and manipulate a smart phone at the same time. One almost drifted into my right turn lane, not because they were even thinking of turning right, they were just focusing on the phone.

can you find a date for that article ? Back in November Philly change to a kinder more gentle police force. No more tickets handed out for stop sign violations.

Any other crazy traffic laws in Philly? I just checked Google Earth and it looks like there are alternatives to going into town (aka I can drive around it). I think I've seen enough of the city from previous visits that I can forgo future visits.

Back to fuel/gasoline.
When I was last in Colorado, late 20th century, gasoline octane ratings seemed to be 3 to 5 points lower than in Georgia and the states in between.
I did not notice if e-85 was involved. The "peppiness" of driving response did seem to be less.

Don't know BUT Utah had different settings than most of the other states that we drove through. We did hit one state with four or five octanes (that seems nuts to me). In Utah mid level was 87 and economy was actually 85. Utah and Colorado (and probably some other states) have to make an altitude adjustment. They have to lower it because the air is less dense and the problems that higher octane is supposed to deal with are less of an issue because of the lower pressure.

In Michigan, Economy is 87, mid is 89, and Premium is 92/93.

That's what we have here. The only station that has E85 is 40 miles from me. They also have E15

there's 2 ways to measure octane. Both give a different number for the same product. Colorado also has a higher elevation. Less oxygen up there. this may require a different type of gasoline if your car is not setup to be in Colorado.
