Ransomeware attacks are nothing new. In the past the attacks have mainly been against doctors and lawyers in private practice. They made for easy pickings as they rarely did anything to secure/protect their systems. Things like turning on firewalls, installing updates, configuring machines to be secure, backing sh*t up and not including sensitive data so any information stolen would be useless. They rarely notified anyone about break ins and would sometimes actually pay the ransom's. They had no plan for dealing with this. When confronted about missing patient/client data they would cover up the loss as "computer malfunction" and would claim they were still working on recovery.
Re the "TV ads" there is a fair amount of incorrect images in the ads which makes me wonder about their validity. Some of the equipment pictured is not used by the alleged organization. Some of it looks like US/Western equipment. This was common practice in the US government print material during the early Regan days. US equipment would have photoshopped Soviet markings to puff up the threat. They assumed (quite rightly) that most Americans have no idea what our own equipment looks like so it was easy to disguise it.
While YouTube can be a good tool for passing along information, it can also be a great tool for passing along mis-information and not always for expressly political reasons. A lot of it is just an elaborate form of click bait to get you to "subscribe" so they can expose you to more crap and collect ad money for views. Some of these folks could teach PT Barnum a thing or two about scamming. Always view it critically.

Made it race against time.
Once I built a railroad, now it's done --
Brother, can you spare a dime?
