Could be, Jon. Is it coming up in command or conventional. If you bring your voltage up quickly above 8-10v, it'll come up in command. If you bring it up slowly, it should come up in conventional, the engine should start, and the sounds and smoke come on. If so, how long do your sounds stay on after power shut down. If battery is up, sounds should stay on 6-10 seconds after, then die down.

Well, Jon, if you don't have a charger, leave the engine on a track with about 10-12v applied for a couple hours, and try again. If sounds stay on for a few seconds then, you could shut the power off, then right back on, and it should go into forward. If it don't, it may be locked in neutral. I forget the damn button sequence to get it out using the transformer (MTH) whistle and bell buttons, but it'll tell ya in the manual. It's like doin' a engine reset, and brings it back to factory specs.
I got one of my SD60Ms out at Christmas and put it on the track. It started up immediately and ran correctly, but died in sound as soon as I turned off the power. I had just fully charged the battery a month before, but it was 5 years old. I put a new battery in and all was well.
