I just went through Wayne's link. I states "cattlan has no formal training" I guess that makes this an invalid Meme.

And I have no idea who the other was by - white panes make me think of Rauschenberg....

Rauschenberg's are rectangles. these look to be squares.
I have this painting. my wife hates and will do the best she can to keep it out of the house. This is one of 13 scenes done by artist Mario Garcia. Bay head long island. All are title red barn. This is the only one washed over with black. Every now and than i find it. in my mother's basement our attic or garage. I bring it back into the house. It came from the first art collection i ever moved. I moved them from upper Black Eddie to a Princeton art gallery. Dan Snyder's on Chamber street. When he saw this one he gave it to me as a tip. At the time I was 17 and moving art and antiques with a ratty old Econoline van.

Was it washed over by the artist or the wife?

Yes. Made me think of Rauschenberg as I knew his was rectangles and arranged/spaced differently. Squares like that I can't place...

I guess some drivers needed that sign.

As funny as that sign appears, it may be real. Somewhere I have a photo of one on I-295 around Jacksonville, FL. Apparently the road surface does not drain properly during the construction process.

Ditto. I saw such signs when I lived in Tucson, AZ.

The signs we have refer to there being a possibility of standing water on the road.......sitting water seems unknown.

There have been bums masquerading as artists for years. No talent required to be an "artist", just enough stupid patrons.

I used to drive in Florida for work related purposes. During rainstorms water collected in parallel, shallow depressions where vehicle wheels traveled. At about 50 mph my tires would start to hydroplane. Pressing on the gas pedal would not result in an increase in speed; sort of a self-enforcing speed limit. My theory is that hot weather would soften the asphalt to the point that the weight of tractor trailers would leave the shallow depressions and rain-water collected in them.

Back in my truckin' days, I was northbound on PA 66 coming from Greensburg toward Vandergrift, the trailer fully loaded grossing 80,000 pounds. It was twilight, just when headlights are useless but you still can't see very well, and it was pourin' rain like a cow pizzin' on a flat rock. There's one place on the road where the water pooled across the northbound lanes at the bottom end of a low rise, and I hit that at 55mph. The front tires blew a wall of water out in front that cab over MACK like running head on into a waterfall, and the truck lifted right off the road in hydroplane. The only thing I could do for those several seconds was hold the wheel straight and wait for touchdown. After my heart rate slowed, Number 4 Pucker Factor had faded away   , and I had full control of the rig, I thought long and hard about that. 10 nearly new tires on the tractor and 40 tons lifted right off the road by 1/2" of water! Ya can't take that lightly.
