It almost looks like it's hung from one of those reels where you can pull it down for close-up map reading at night
More likely to ease the task of bulb replacement.

Last pic really shows some interesting details - firing deck appended to car end & hung off chains; tools in the rack, step board up the rear of the car....

It is a carbon arc lamp. The arc had to be trimmed daily and changed frequently on the older versions. The rope to lower it was probably run over to one of the supporting poles through a pulley system.
