Not sure what they paid for this.....but I know exactly who made it.
New Blight (New Bright) or one of their alter-names.

Cheap...cheaper than the old Botchmann stuff by far. Gaudy, not to any scale, trucks suck.

The entire set, engine, cars, even track, was HALF what they're asking for this caboose when the stuff was new!

Last...four piles of New Blight through here, nobody wanted any of it, all of it went into the trash.
