Yes we can. We do it all the time. Corporate bureaucracy (managers, dept. managers, etc.); school systems, with department heads and principals, and state supervision; legislative and executive branches of government; retail stores, with management and marketing concerns differing.

OK. So strap this question on for a little bit:
What on Earth...

For no good reason, I have begun to wonder about the birds. Yes, the birds.
What happens to them - where do they go - during a storm, particularly when there is a heavy wind, with or without rain :?:

Recently, we here in the Northeast have had 40mph and 60mph winds, sustained, even without rain. Now, I know the birds start their move into the trees when the sun begins to set, using their "songs" ; chirping to lay-claim to a particular branch or niche in a tree for shelter during the night. That much is obvious.

However, during high winds, what do the birds do with themselves? Can they really hold-on tightly enough on a tree branch/twig to weather (yes, the pun is intended) a high wind?

Part of my sincere motivation in asking is that after the wind is done, we don't see zillions of bird carcasses and injured bird bodies littering the ground, do we. In fact, I have never seen a single bird body, injured or dead, on the ground after a windy storm.

What happens to them? Are they really able to hold on that tightly and for, at times, prolonged periods of time?

And if the wind contains rain, heavy winds must make the rain drops feel like bullets to them - big bullets, no less. For example, I can recall getting caught in rainstorms while riding motorcycles, and even at low speeds, the raindrops felt like bee-bees, and hurt. And I'm way bigger than a bird.

So, What on Earth happens to birds during high winds, and why are there not numerous bird carcasses on the ground after a storm?
