More likely another pair or architectural devices; cheap wall as well; "rubble" stone tossed into a mesh; no mortar involved.

It is a Gabion Fence. In this case, it fences nothing in our out, it is just a feature in the landscape (as Rufus said.) I watched the guy make it. He set steel fence posts in post holes, welded up the remesh and angle iron frame around the posts, dumped the rocks in, welded on a remesh cover and was finished.

If you are not familiar with remesh, it is a heavy wire mesh that replaces rebar in concrete slabs.

It is the San Rafael Medical Center. My dentist rents a suite in the building.

We made several trips to Arizona in the late 1980s and were always impressed with how clean everything looked.
Notice I didn't say was. There could be paper or other stuff on the streets and roads and it still looked clean.
We thought this might partly be because of the type of plant life. No explanation at all.
