Yes it is odd placement.
Looks like plastic film wrap that is used on vehicles for advertisement.

Also worked for Mark McGwire, lance Armstrong and Jose Canseco plus countless election campaigns. It seem more often then not The consequences don't out weigh the benefits.

Yes. There's hasn't been an election yet free of some shenanigans by one or both parties.

Not sure that it was without consequences for Armstrong - he's lost everything and still faces a judgement against him in a $100 million suit that I think is still not finalized

It's not the USPS, the Justice Dept joined that suit in Federal Court and he can't hide in France. He also has a lot of financial holding in this country still - those will all go away..
