OK. My initial reaction, after barely a cursory glance, determined they were "double-negatives" if one were to insert "No" at the start of each sentence.
However, whether "Yes" or "No" were put there, they would be "interrupters" and not part of the main point of each sentence; thus, no double-negatives would be present. Also, they sound like replies to a statement or question, so inserting "Yes" or "No" does not affect the point being made by the person represented by "I", the respondent. We don't know the circumstances under which the respondent is saying "Yes" or "No", agreeing or disagreeing to a premise.
Additionally, each "Yes" or "No" needs a comma after it, placing them outside the point of the sentence. (Ex. Yes, I don't have a brain."
Secondly, the lower-case "i" in each sentence must be capitalized. Any fifth grader knows that much.
Thirdly, each "dont"needs an apostrophe inserted, thus making them read as, "don't", contractions for " do not."
Lastly, and this is not a significant point because this appears to be a sign, so the writer may have wanted to stress each word, but there is no need for all those capital letters. However, they are okay to have, IMO. The sign could just as easily have read as follows": Who said that English is easy? Fill the blanks with "Yes" or "No". (See any other subtle changes I made, also?)
And that is really all I have to say about that.

Indeed. It's akin to some of the policy statements issued from my institute - perforated and put on the roll where after they can be put to their best use
