That appears to be the band stand and the openings on the four open faces of that structure appear to be designed to be "tilted" or angled.

I suspect the rest is an artifact of the photo and/or the card that it was made into.

Thank you. I do recognize wide angle distortion. I'm just interpreting this as localized distortion of gravity, as if there's a neutron star under the festivities.

No, no neutron stars in PA. A few quantum black holes are evident though.
