The second bridge was built on the piers of the 1st, as you surmised.
The original piers were too small to handle the 3rd bridge, which was wider. All piers were replaced except Pier 1 (the "shorty" sitting on land west of the arch) at the West Virginia side. And the Stone Arch was retained. I can't tell if it was part of the first bridge or not. It is definitely part of the 2nd and 3rd.
