What is the switcher and to whom does it belong?

The original is Lucas' picture. I believe that he said that the small GE switcher was part of the Greenfield Village collection where Jake works.

What does the 41 sign indicate?
In the distance behind that sign is a pole with what seems to be an antenna.
If so, do you know what it is for?

I spent the good part of the afternoon in Windsor, Ontario to shoot the Essex Terminal Railway and other Canada-only goodies
