In NJ, HOV lanes are taken seriously, esp. by law enforcement. I am aware of HOV's as the fastest lane along the Garden State Parkway's (runs north - south) center-dividers and have heard of some miscreants putting dummies in passenger seats to appear to have more than a lone driver; most get caught; at least, so says the news from time to time. Several years ago, my wife and I got unintentionally shuffled during a weekend's migration to shore points, into a HOV lane and then into an "Easy-Pass" lane in the rush of traffic upon entering a toll booth. We got a ticket accordingly (mailed to us).

The only other North Eastern metropolis I've driven that felt like it had even more aggressive traffic than the NJ Parkway were the roads surrounding and feeding traffic in-and-out of Boston on a weekday morning or during the late afternoon rush-hour to the suburbs. Yikes! The most vicious, blood-thirsty drivers seemed to be (whenever I took a death-defying chance to glimpse a driver in the rear-view mirrors, not having a single second to look left or right at drivers,) hot on my tail to "encourage" me to getheheloutoftheway, were young females in sports-cars or SUV's, it seemed. Wow.

HOV lanes in Atlanta can also be used by motorcycles and, I could be wrong, electric vehicles.

I have seen up to HOV-9 designated (bus lanes.) Some parts of the Garden State Parkway have a HOV-3 requirement:

occupancy vehicles (HOVs) during certain weekday hours specified below. Such lanes may only be used
by vans or cars with a minimum of three persons or more, inclusive of the driver, or by buses or
motorcycles, or vehicles with hybrid engines, regardless of occupancy, during time periods set forth in (a)1
and 2 below. During all other hours, the lanes will be open to all vehicular traffic, with the exception of
commercial vehicles as that term is defined in N.J.A.C. 19:9-1.1

Virginia has moved to an HOV-for-profit model recently, adding inner toll-lanes which move at appropriate speeds, leaving the willful cheapskates in the clogged outer lanes. Anybody can jump into the toll-lanes for the fee, without multiple people in the car (as far as I know).

I am so glad to be done with all of that...

Those would be the what VA has termed "hot lanes" on 495 and on 95 south of DC You must have an EZPass when using them otherwise they will come after you with some truly amazing escalating fines & fees. You can also get an EZPass that can be configured for use as a legitimate car pool that does let you use those lanes for free. Limits are also to 2-axle vehicles. The State police patrol these heavily.

The tolls are variable depending on traffic volume - the worse it gets on the regular lanes, the higher the tolls!

I have used them when they served as a way around an accident that would cost me an hour or more parked on 495.

NJ tried HOV lanes from Bernardsville up to rt 80 And on rt 80 east/west. It lasted about 6 weeks. NJ's state police force was not large enough to stop all the violators.

I believe they have this already north of Baltimore.

The ICC is well south of Baltimore connecting 270 East/West across to 95 and Rt 1.

It can be very useful when the northern portion of the 495 beltway in MD is a parking lot.

The ICC can be a lovely road...up until a few months ago very few folks were using it precisely due to the toll. Regardless, post-retirement I only drive into Montgomery County or south when I feel I need a dose of humility. I much prefer heading north into the steppes of PA...

Plus, I should imagine, that in that particular stretch of highway, it is so congested, nearly every minute, any HOV lane is no particular advantage; in fact, likely a disadvantage since the exits are far to the right of the sea of traffic which swarms its aggressive way northward, so being in a HOV lane far to the left, along the center-divider would be a distinct mistake. I sure would not want to be there trying to exit for the Rt.80 connection, westward or eastward, off to my far right.
