TMCC signal is not actually carried on the rails the way DCC or DCS is. In traditional 3 Rail environment the outer rail(s) are used as one side of the transmitter and the other side is the ground wires of your house. You can get by using a short run (about three feet) of bell wire that is run off the "antenna" lug on the command base and then lay that down flat (aka parallel) to the track. Assuming the command base has the appropriate three prong wall wart transformer it should be using the house wiring as the other half of the antenna. If it doesn't, you should still be able to tap off of pin 5 of the DB-9 connector and then run about three feet of bell wire vertically off of that. That should provide enough signal to get the trains running.
Remember, SC-2 controller have no wheels and no connection to the track at all. I have found these to behave better if you replace the "plate" antenna on the underside of the case with about three feet of fine wire wrapped around the inside of the lower half of the case.

https://www.tuveson.com/. You may want to check inside and make sure that the antenna lead in the engine is properly connected and that the Run Program switch is in the correct position. If engine was new/never used, it should be at address 1. If it has been played with, it could be at any number from 1-99 and you may have better luck resetting to factory defaults and then setting the id. Very frustrating with command control to not know the engine id.

Final note. Saw the video on the test track where the engine runs. Is there a separate command base running the test track? If so, there is a chance that the receiver board in the loco is slightly off frequency and is not seeing the TMCC signal from the second base. Normally you don't mess around with the trim pot to adjust this. I'm not sure whether I can find the article on making these adjustments.
