A Jewett steel car, as manufactured by the Jewett Car company of Newark, Ohio, for the Northern Ohio Traction & Light Company, 1917:

One of fifteen cars, seven with baggage compartments, eight with smoking compartments, all with white enameled saloons with running water.

Looks like the top of the line.

I suspect this is a photo of the shops located on Washington Blvd. in southwestern Baltimore.

The "smoker" was actually a grounded 7000-series trailer, an idea that was not too successful in Baltimore. As an aside, one survived into at least the late 1970s as a fruit and vegetable stand the streetcar museum may have gotten it, or parts of it..
Note that the Washington Blvd facility is still in use a bus garage still known as Bush Division, named for the cross street just to the north of the row of shop buildings. There was a transfer table between two of them; the closest one and the next one to the north. The view faces north, btw.
Also note that trackless trolleys based there until 1959.
