I just keep running my poor, out-dated, hyper-reliable TMCC.

And thank my lucky stars!

Goes back to the "wonders" of two way communication. The non DCS controller, aka "smart phone/pad" needs to be tethered directly to the MTH devices. It can't deal with "interrupts" from the house wifi router, at least not a "slow" one. The interrupt causes IOS device to not receive the command acknowledgement from dcs and dcs kept doing whatever it was last told to do dutifully sending ack's to a now dead connection/socket.

My smart phone and the car sometimes get into similar pissing matches if I don't bring stuff up in order. On rare occasions I've had to pull over and turn off the car and count to ten. Ain't technology great!

I ran my layout with a hand full of choke pull off levers , knobs and knife switches. about $25.00 in flea market hardware. Never had a problem. When i was not running trains . My wife would dry clothes by hanging them on the choke pull offs.

Connecting a magic lamp to his wifi box should solve the problem

I'm sorry. I'm laughing, but the truth is - this is pathetic. Truly pathetic.

My only question is why pull your hair out trying to get the phone pad to work when the DCS remote works just fine? Ditching the phone pad seems to make the most sense but some get addicted to those things and can't put them down.

Probably didn't want to buy a second DCS remote. Also possible the app allowed control of other stuff besides loco's without having to remember key press combinations.

Lionel's LCS app actually does that stuff better than the CAB-2 but it was designed for that and uses dedicated communications hardware. It's not so great on controlling advanced features on the loco's.

Not sure how much of his problem is network latency from overuse because of COVID 19. We've seen stuff wink in/out and it's house network or neighborhood network issues. Only so much bandwidth and poorly written software doesn't handle it well.

This is a recent development. Do I need to replace the Wi-Fi interface unit?

No you need to replace it with Legacy

Like George, I find this to be pretty funny. I tried TMCC and the TMCC locos ran like they should on the first try. For me the only really better thing than conventional control was being able to walk around the layout. But my first Lionel and HO layouts were built in the late 1940s so that was what I knew when I built my next layout after a gap of 50+ years.
I didn't find TMCC to have any problems, NONE. With all the changes DCS would have required me to make in my layout that worked fine conventionally and with TMCC I would have probably found a different hobby. No, I would have gotten rid of the DCS stuff.
