I worked for a very large private sector company. Majority of the people were union, Dead weight, incompetence. Yes...Union protected.

I remember the days when I carried a union card......and maybe 1/10 did any work at all, and took home pay checks.....that I had to hand out to them.

My working career was entirely spent in the private sector, and there my experience was that roughly 90% of the work was done by 30% of the people. I can't speak for the situation in the public sector other than to say that those I interfaced with from DCAA, SEC, FCC, and a few others were extremely competent in the matters directly impacting our inquiries (or theirs). Throughout my career I made two observations: (1) most people have a very narrow focus of work and their role in an organization, i.e. the "that's not my job" syndrome, and (2) there are very few good leaders. While managing people, the ability to get them to respect you rather than to simply like you, seems to be a lost art.

It's just as possible in the Gov't, too, despite the mythology that folks want to believe. In fact, over the past 20 years it's gotten a lot easier since everyone is hired provisionally and can be cut loose in the 1st year w/o any cause at all.

My experience in the private sector differed very little.
In my company we had a 6-month provisional policy. After that it became a lot harder. I fired two, AA hires, and it was ...unpleasant.
