Not really popular music of the time. It was commissioned by, and performed for, royalty, and very successful business types. There was popular music of the time, but it was much simpler.
Like 1776 "Father and I Went Down to Camp" -- probably the earliest American words written to the "Yankee Doodle" tune, attributed to Edward Bangs, a student at Harvard College.
The chorus:
Yankey doodle keep it up,
Yankey doodle dandy;
Mind the music and the step,
And with the girls be handy.
Obviously mocking verses like that didn't please the New Englanders, or "Yankees," as they were called. And that last line is shockingly suggestive.
SHOCK VALUE
Steve Jones from the Sex Pistols said, "Actually, we're not into music; we're into chaos... ...why not ruffle the establishment's feathers?"
Why not indeed. When the establishment takes offence at the lyrics it helps the music to shoot up the charts. $$$
