I have always wondered about the use of piccolo in small town cornet/brass bands.
Have never heard a satisfactory answer. Usually the claim is it added the high notes.
It would also be pitched in D-flat. Another instrument whose reason for existence is unknown.

Yes. Piercing.... Yet, there were also higher pitched "soprano" cornets -- lack of availability and ability, maybe. Good piccolo players though are not all that common either.

I am not a musician, only a music listener so I can not answer that. And that begs the question: What should the piccolo be pitched at for Stars & Stripes? Note that it is one of my top three favorite pieces of music; especially when played all-out on a great multi-manual pipe organ.

It really makes no difference.
Today D-flat picolos are special order.Most are in C now the same as flutes
This gets into transposition [changing keys for instruments] and can get
complicated.
Most trumpets were built in B-flat but today most symphonic trumpet players
use in C. French horn is the worst. They were built in many keys and the parts
were written in even more
Tubas are a mess. In order from smallest to largest the most common are:
B-flat tenor, F bass, E-flat bass, CC contrabass, BB-flat contrabass.
This is not all and there are exceptions to everything.

Most piccolo players [piccoloists just don't make it] that I have known,
and that is not a small number, say that the part for "The Stars and Stripes
Forever" is easier to play on a D-flat instrument.
