The automobile has been found to be especially adapted for use in repairing
over-head construction during periods of heavy traffic. As it is built to run
backwards as well as forward and to make exceedingly short turns, it can move
out immediately in front of an approaching car and then make a short turn and
follow the car into position again.

Hand crank the platform up/down?
There are things known and there are things unknown, and in between are the doors of perception.

Wire Department #1 is on page 22 of the reference. The article does not reveal how the platform moves up and down.

Maybe put a stinger on the wire and do it electrically.
