Looks more like F-series vs E8/9 series. I think GM was always involved. Not sure. Nice photos, though.

Edit: in 1930 GM made EMD a subsidiary. Lately it was split off -

The GM series are often confused with the E series because the GM series were built with A1A-A1A and Co-Co railroad power trucks. The GM series were the F7 design except for 3-axle trucks used to keep the axle load within the 18-ton limit for standard gauge in Australia.
The GM series were built in Australia by Clyde Engineering under license to EMD. A few are still in revenue service.
