I can't tell what that IS smeared all over the car and generator. But it doesn't look like something I'd want to touch without Anti-C gear on. Corroded sideframes. Missing the actual, well, SEARCHLIGHT.
And the clown wants $28 plus shipping.
Not even the 3520 with remote on and off functions.

One with on/off emote, still needs an actual, you know, searchlight and bulb. Brakewheel. Ten bucks cheaper, doesn't need hazmat suits.

Shouldn't take much to clean it up but for that price the seller should do it.

True, but that requires time, effort, and actual thought. All that cuts into the amazing profit he expects from this thing. I have a couple...not sure why...don't even remember if they are fixed on or remote on/off.
I think cleaning will remove paint. Corroded parts...who knows. Then he has to purchase a replacement searchlight...wire it up...an maybe test it...then he can no longer claim "untested". You'd find those things in boxes under the tales at train shows for two bucks, no shipping, no tax, in better overall condition than that one is.
