Some locomotives had running boards at different heights side to side. Take a look at the Harriman 0-6-0s.

These were, look nose on, lay a straight edge up front and sight them. They are in the same plane. Just several degrees lower on the boiler on one side, and several degrees higher on the other. And angled up and down.
