Neat creation, I wonder what it does. There appears to be some kind of small-engine exhaust stack on the top.

Batteries. Red placards on the ends look like they talk about charging. Probably belt pack radio control, but that's a guess.

There were at least three of them, though one was built on an Alco switcher truck. They are battery powered and used to move diesels back and forth short distances such as over a below-floor wheel grinder. The one Dave shows was the "bug" used at the Enola wheel-shop. They arguably draw their lineage back to one built by New York Central out of an MU truck that lived at the Harmon Shops complex.
The Conrail versions had controls on the sides; one or two might have had a pendent control like an electric overhead crane.
