Any one recognize the maker?

I bought this for a friend (sounds like an excuse, but it's true) as a result of my purchasing
a no-bid diesel switcher from an eBay seller by my making an offer after the auction closed.
After we wound up that transaction with the paperwork and all, he mentioned "by the way,
I have another switcher, but it doesn't have a tender..." He didn't quite know what he had,
and thought that it was also a 2-rail AC locomotive, "just like the switcher that he just sold me"...
Thank goodness for "universal" motors! The guy quoted me his TCA number and all, but had
no clue about 2-rail.
After some further haggling about the price, we agreed and ended up splitting the shipping 50-50
because that locomotive was MUCH heavier that the switcher we started out with.

This locomotive has a cast brass or bronze boiler that weighs 6 or 7 pounds, obviously a Pennsy H-10
(or as I like to prod my Pennsy freak friend for whom I bought it--a Great Northern Rwy 2-8-0 ...)

I found no "maker's mark" anywhere in all the usual suspect locations. Perhaps someone can
give me a few other places to look? Or does anyone recognize the builder from the photographs?

Photos are too dark. Saginaw? Does it have a tender?

Kind of looks like a CLW (Saginaw) to me, too.

Difference - CLW had a steel plate holding the drivers in, and usually (but not always) plastic drivers with flanges on all. Also a big gearbox on #2 driver. Early CLW was almost identical to Saginaw.

No tender, no steel plate holding drivers in, all-metal drivers, center drivers blind, open gear on #3 driver.....
