It reminds me of the faucet handles on those old time full sized soaking tubs you find in older hotels both here and in Europe. Oil pressure??

It's used to keep the cover on the oil separator.

Handle to wind up the bobbin good and tight.

One day I am going to polish a turd and put it on ebay with a B.S. description.
