By 2020, China plans to give all its 1.4 billion citizens a personal score based on how they behave. Some with low scores are already being punished if they want to travel. Nearly 11 million Chinese are not allowed to fly and 4 million are barred from trains. Next week, the program will start expanding nationwide.

The government says it is trying to "purify" society by rewarding people who are trustworthy and punishing those who are not, reports CBS News correspondent Ben Tracy. So like the credit scores most Americans have based on how they handle their finances, Chinese citizens are getting a social credit score based on everything from whether they pay their taxes on time to how they cross the street to what they post online.

"It's a good thing," one Chinese woman said. "There should be punishment for people who can't behave."

China's growing network of surveillance cameras makes all of this possible. The country already has an estimated 176 million cameras. It plans to have more than 600 million installed by 2020.

SenseTime has created smart cameras for the government that can help catch criminals but also track average citizens.

"It can recognize more than 4,000 vehicles," SenseTime CEO Xu Li said. SenseTime is one of China's most successful artificial intelligence companies. It has created smart cameras for the government that can help catch criminals but also track average citizens.

"This knows every person, every bike, every car, every bus?" Tracy asked him, watching a monitor.

"We can tell whether it is an adult, a child, male or female," Xu said.

In several big cities in China, including here in Shanghai, the government is even tracking jaywalkers. Cameras record them going through intersections, zero in on their face, and then publicly shame them on nearby video screens.

Ken DeWoskin, who has studied China's economic and political culture for more than three decades, said the way the new scoring system truly works is kept secret and could be easily abused by the government.

"How far into people's daily mundane activities does this go?" Tracy asked him.

"Well, I think that the government and the people running the plan would like it to go as deeply as possible… to determine how to allocate benefits and also how to impact and shape their behavior," DeWoskin said.

There are upsides if the Chinese government considers you "trustworthy." Those people can get discounts on energy bills, better interest rates at banks, and China's largest online dating site reportedly even boosts the profiles of people with good social credit scores.

Never happen in this country. There was a recent proposal kicked around to require variable digital governors on automobiles limiting top-speed to that of posted limits as identified by GPS-mapping tech...comments ran 99% negative. Apparently folks thought this was another oppression of their personal liberties.

All this stuff is a double edged sword. It will only be as good and as fair as the people that administrate it. The way it is going, one of these days you will not be able to take a crap without someone watching. Almost makes me glad I'm a geezer! :lol: :lol: :lol:

Yes, everyone has the right to behave like a gold plated flaming *hole. Most of the people exercising that right forget/ignore that the rest of us have the right (and possibly the responsibility) to treat treat them as such.

While putting a governor on a car to limit the top speed based on a GPS location is technically feasible it's going to cause more headache's/problems in the long run. What happens when you have to pass another vehicle? Or You're trying to get to the emergency room with a person in need of medical attention? This also doesn't take into account that while speed imparts additional momentum and can cause more damage when things go bad going well below the limit is just as likely to cause accidents as well. You could avoid ALL of this IF you made getting a driving license as difficult as getting a pilots license. That's not going to happen anytime soon as there is way too much money tied up in the existing flawed system we "enjoy" today (car makers, insurance companies, revenue enhancement by local government in the way of traffic laws, etc).

Re the surveillance and AI support to monitor behavior. If you aren't doing anything wrong, it shouldn't be an issue. The potential abuse of this technology is chilling. It's also not really that new. England has been monitoring it's subjects since the days of Shakespeare. It was quite common for neighbors to turn each other in on the basis of a bounty or tax leniency. In Saddam Husein's Iraq, one in nine citizens was on the govt payroll to spy on the other eight.

Makes me think back to the film "Rising Sun"!

How long before stuff (as in technology) can be manipulated to make any scenario wanted, and how long until that manipulation is undetectable?

Technology rarely fixes behavioral problems, it just changes them, often times for the worst.

It starts off simple like hate speech laws. Or (RICO) Law Racketeer Influenced and Corrupt Organizations that now gets used for anything other than what was originally intended.


California State Assembly is set to vote on a bill that would actually — among other things — ban the sale of books expressing orthodox Christian beliefs about sexual morality. Yes, ban the sale of books.

Assembly Bill 2943 would make it an “unlawful business practice” to engage in “a transaction intended to result or that results in the sale or lease of goods or services to any consumer” that advertise, offer to engage in, or do engage in “sexual orientation change efforts with an individual.”

The bill then defines “sexual orientations change efforts” as “any practices that seek to change an individual’s sexual orientation. This includes efforts to change behaviors or gender expressions, or to eliminate or reduce sexual or romantic attractions or feelings toward individuals of the same sex.”

It 's not arrogance when it's the truth. You should know that you are being observed and monitored in nearly action that you take in this country.

That's where the problem is - everyone going around thinking things are not happening here, wearing blinders, heads in teh ground, oh no, not in this country, that could never happen here, that we are safe from this ever happening here is naïve.
