Could just be an optical illusion due to the telephoto lens. I believe both have to run the speed limit including the locomotive.

That cucumber sign looks fake. There is an address on the sign so I drove the Google Streets car over to 963 E. Hammond R., Traverse City, MI. to see if there was a sign like that at that BP gas station.
