Clickbait! The cruise ships leaving from Paducah, KY on the Ohio River can and do reach the Mississippi River. From the Mississippi they do have access to the Gulf of Mexico and Atlantic ocean. However, all the cruise ships sailing in Kentucky seem to be paddle wheel river boats. Cruising the ocean is not on their itinerary. The photo in the advertisement is just a lie to get your attention.

Wikipedia reveals that most modern-day cruise ships designed to traverse open water have a draft depth measuring 25 to 30 feet. River boats have a draft depth of 4 to 6 feet.
