Nope. If the selector switch is off, the LCD display would be blank. It also appears to be backlit. A 9V battery should not read 1.7V. The text on the battery is reversed.

Excellent point on the selector switch and display! However, if the 9 V battery is almost dead couldn't the display read 1.7 V assuming the selector switch is in the proper position?

Indeed. All the black and white photos of it's time come out with the green and red showing the same gray tone.
I wouldn't call the color, or lack of it, a problem but good answer anyway.
There is a more serious problem with the windows.
Second hint, the problem with the windows is only on the engineer's side.

The front windows are too low. That motorman is not standing, he is sitting in the motorman's seat. The front windows are placed to line up with the coach windows.

Not every motorman is 6 feet or taller. The average height for American men is 5 feet, 9 inches. That's slightly above the global average height for males, which is 5 feet 7.5 inches. The electroliner window arrangement appears to work for average or shorter motormen.
