They seem to be com[laining about how often the train blew its horn.
Must be OK to walk and drive if front of the train.
I wonder if there would be complaints if the train hit someone/something
if the train did not blow its horn?

Yet, at one distinct point, the train actually stopped for the traffic and waited, no less. So the RR has told the community what it will do to accommodate.

AS far as the RR sounding the horn as a safety warning, I am positive somebody will manage to complain.

If you enter a crossing that is not specifically designated as a quiet zone without blowing 2 longs a short and a long within the specified time and distance limits, it's a violation of CGOR and in most jurisdictions also a violation of state and/or local laws.

So in a "quiet zone" if a train hits someone or something without sounding a warning can any action be taken against the railroad company?

If the train sounds a warning in a quiet zone and an accident is avoided what will be the consequences?

I don't think you can designate a crossing as a quiet zone without having positive gating to ensure folks can't cross under the locomotive. I can't imagine any RR agreeing to it. I almost can't imagine any city or county council specifying a quiet zone without adequately idiot proofing the crossing.

Sitting like that when operating long hood forward is a problem, I've seen too many engineers do it. I've been guilty of it myself on tangent track out in the boonies, however, it's really not advisable in a congested area.

More then half of the residence where i live wanted quite zones. we have 4 crossings with a mile of each other. Septa agreed to install them with 1 stipulation.Our town had to pay up almost 6 million for installation. It got shot down real quick. Funny thing about it is the guy spearheading this idea was the newest member of town. He bought a place right next to one of the crossing. Septa would have taking his barn in eminent domain. septa claimed " An engineer needs to see a specific distance leading up to a crossing and his barn blocked that view"
After 10 pm they whistle less per approach. It's still semi rural. After 6:30 am it's full blast.

This sort of thing (not a pig farm, thank goodness) abounds here in So Cal, the land of the entitled. Torrance airport (WWII P-38 base) was originally in the midst of bean fields. As tract housing grew around it complaints grew apace. Worse was the a-holes in PV. Torrance used to have a decent annual airshow, now cancelled. By the airport is the Robinson Helicopter plant, a major employer and tax-payer. People are always complaining about test flights of the helicopters, that now must fly a restricted flight path. People can be such jerks
