Calif.Highway Patrol spotted a guy in a go cart on the freeway. The car in front of him and behind him was filming him for YouTube.

All the arrest charges are misdemeanors and judges do not have the discretion to set bail on any of the counts.

I don't see that qualifying him to be allowed to commit crimes, but maybe your comment was tongue in cheek. Race, religion, social status should not exonerate anyone from being prosecuted for a crime.
