I think the builder used contact cement to attach chromed pieces to the brass shell and the contact cement has failed.

I obviously don't know what I'm talking about because I posted that the panels were glued to a brass shell and everybody knows that 3rd rail diesels are plastic.

The detached panels are probably actual stainless steel - I know you can get foil-like thicknesses of it, so the detached panels in the pictures could be actual stainless steel. It wouldn't have made sense for 3rd Rail to use Alclad's stainless steel effect paint because the resulting paint jobs would not hold up to typical three-railer use (rough handling and smoke fluid residue landing on the model.)
