Let's see. Downturned frame sides...GENERALLY later, MPC/FunDimensions, and such. Not always, but usually.
So, looking at it...not bad. Handrail stanchions should straighten okay. No headlight sockets. Paint needs reworking to match your use....but wait!
No motor holes. Dummy late frame. Unless it's an oddball with only a armature shaft sticking through frame.
Eight bucks is cheap. Your frame has rusted out and is non-salvageable? No problem. Water and rust certainly didn't affect the motors, e-unit, wiring, light sockets, and even plastic shell paint.
Highly desirable.

That could be a chassis/frame for a dc can spur mounted truck drive, RS-3?

Could be, except the handrails are wrong. RS-3's kick way up, both sides, at front of cab.
Seller appears to be a breaker. Some items appears to be multiple listing, but close to 10 GP frames. I went selectively through 46 pages and quit.
Truck parts (automotive), Lionel, Flyer, bits, frames, paper, train prices aren't bad. No trucks so far for the DC motored geep.

Geep 38 or 7,9, 20. Same trucks as the RS but Blomberg side castings (well Delrin versions). I just recognized the base frame from working on my own RS-3.

So how many of these have you seen rusted to heck or bent in a pretzel to have need of locating a new one?

Zero. I wound up tearing the side rails off and replace them with scratch built brass.
Since most of these were black to begin with I wonder why he/she stripped it in the first place? Some 400 grit sandpaper to touch up any rust spots and a couple of quick spritzes with Krylon Flat Black and it's back to original factory finish?
