First, really looks like a model. Cylinders just too shiny.
But, more reading gives this:
(Early 1940s photo westbound at Mohan Run Crossing, MP 1211, near PA Rte 120 between St. Marys and Ridgway PA)
These were Baldwin built, which even tho engineer in cab, explains lack of main rods and eccentric rods.
"Officials" watching closely....

Date indicates delivery. Made by Baldwin, heading for Minnesota and NP, guess is outgoing.
Big artics, probably a known tight spot, hence the official onlookers and engineer waiting to dump the air.
