Well, I will offer a comment, or rather, an observation...
Never saw that orientation on ANY caboose end ladders on any cabooses (or for you PRR types, "cabin" cars!) that I ever came across!
In a 90-degree orientation to usual layout, and looks as if you have to climb up the back side of the ladder to access the roof through a notch?

I don't think I have ever seen a photo of an actual caboose like that.
